The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 4:20 p.m., in room 257, East Block, the Chair, Honourable George J. Furey, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Buchanan, P.C., Cools, Furey, Joyal, P.C, Nolin, Pearson, Sibbeston and Smith, P.C. (11).
Other senator present: The Honourable Senator Watt (1).
In attendance: From the Library of Parliament, Gérald Lafrenière.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 28, 2003, the committee continued its study on regulations made pursuant to An Act respecting firearms and other weapons, Statutes of Canada, 1995, Chapter 39, as contemplated by section 118(3) of that Act. (For complete text of Order of Reference see proceedings of the committee, Issue No. 16.)
The committee proceeded to the consideration of a draft report in camera.
The committee decided to table the report at the next sitting of the Senate.
At 4:32 p.m., the committee resumed in public to discuss the non-derogation study.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 7, 2003, the committee started its study on the implications of including, in legislation, non-derogation clauses relating to existing aboriginal and treaty rights of the aboriginal peoples of Canada under s.35 of the Constitution Act, 1982. The officials from the Department of Justice Canada submitted a brief to the committee.
At 6:12 p.m., the committee adjourned to the call of the Chair.
