The Standing Senate Committee on Official Languages met this day in camera at 4:07 p.m., in oom 256-S, Centre Block, the Chair, the Honourable Rose-Marie Losier-Cool, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Chaput, Comeau, Gauthier, Keon, Léger, Losier-Cool and Maheu (8).

In attendance: Marie-Ève Hudon, Research Analyst, Library of Parliament.

The committee resumed consideration of its Order of Reference pertaining to its study of the operation of the Official Languages Act and of regulations and directives made thereunder. (See Committee Proceedings of February 10, 2003, Issue No. 3.)

Pursuant to rule 92(2)(f), the committee met in camera to begin consideration of a draft report.

It was agreed that staff be allowed to remain in the room during the in camera discussion.

At 6:00 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Official Languages met this day in camera at 3:48 p.m., in Room 256-S, Centre Block, the Chair, the Honourable Rose-Marie Losier-Cool, presiding.

Members of the committee present: The Honourable Senators Chaput, Comeau, Gauthier, Léger, Losier-Cool and Maheu (6).

In attendance: Marie-Ève Hudon, Research Analyst, Library of Parliament.

The committee resumed consideration of its Order of Reference pertaining to its study of the operation of the Official Languages Act and of regulations and directives made thereunder (See Committee Proceedings of February 10, 2003, Issue No. 3.)

Pursuant to rule 92(2)(f), the committee met in camera to continue consideration of a draft report.

It was agreed that staff be allowed to remain in the room during the in camera discussion.

At 5:40 p.m., the committee adjourned to the call of the Chair.

It was agreed that the Honourable Senator Chaput be added to the membership of the Sub-committee on Agenda and Procedure.

The committee resumed consideration of its Order of Reference pertaining to its study of the operation of the Official Languages Act and of regulations and directives made thereunder. (See Committee Proceedings of February 10, 2003, Issue No. 3.)

Pursuant to rule 92(2)(f), the committee met in camera to consider a draft report.

It was agreed that staff be allowed to remain in the room during the in camera discussion.

It was agreed that the report be adopted, as modified.

The Standing Senate Committee on Official Languages met this day at 4:08 p.m., in room 257-E-B, Centre Block, the Chair, the Honourable Rose-Marie Losier-Cool, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Chaput, Comeau, Gauthier, Keon, Léger and Losier-Cool (7).

Other senator present: The Honourable Senators Corbin.

In attendance: From the Parliamentary Research Branch, Library of Parliament Marie-Ève Hudon; From the Committees and Private Legislation Directorate, Tonu Onu.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on May 7, 2003 the committee proceeded to examine Bill S-11, to amend the Official Languages Act (promotion of English and French).

WITNESS:

The Honourable Jean-Robert Gauthier.

At 4:12 p.m., the Honourable Jean-Robert Gauthier made a presentation and answered questions.

At 5:25 p.m., the committee suspended.

At 5:37 p.m., the committee resumed.

The committee resumed consideration of its Order of Reference pertaining to its study of the operation of the Official Languages Act and of regulations and directives made thereunder. (See Committee Proceedings of February 10, 2003, Issue No. 3.)

Michael O'Keefe, Senior Policy Analyst, Official Languages, Intergovernmental Affairs.

Ms. Monnet made a presentation and then, with Mr. Groulx, Ms. Perrier and Mr. O'Keefe answered questions.

At 6:50 p.m., the committee adjourned to the call of the Chair.
