The Standing Senate Committee on Official Languages met this day at 12:33 p.m., in Room 256-S, Centre Block, the Chair, the Honourable Rose-Marie Losier-Cool, presiding.
Members of the committee present: The Honourable Senators Beaudoin, Chaput, Gauthier, Keon, Kinsella, Lapointe, Léger and Losier-Cool (8).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Marie-Ève Hudon.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on June 17, 2003, the committee proceeded to examine Bill S-14, An Act to amend the National Anthem Act to reflect the linguistic duality of Canada. (See committee proceedings of November 3, 2003, Issue No. 16).
WITNESSES:
From the Department of Canadian Heritage:
Norman Moyer, Assistant Deputy Minister, Public Affairs and Communications;
Kevin S. MacLeod, Manager, State Ceremonial and Canadian Symbols.
Mr. Moyer made a presentation and, with Mr. MacLeod, answered questions.
At 12:40 p.m. in accordance with Rule 85(4) the Honourable Senator Kinsella was substituted for the Honourable Senator Comeau on the membership of the committee.
At 1:25 p.m. it was agreed that the committee proceed to clause-by-clause consideration of Bill S-14.
It was agreed that the title stand postponed.
It was agreed that clause 1 carry.
It was agreed that clause 2 carry.
It was agreed that clause 3 carry.
It was agreed that the title carry, on division.
It was agreed that this Bill be adopted without amendment, on division.
It was agreed that the Chair report this Bill to the Senate, on division.
At 1:30 p.m., the committee adjourned to the call of the Chair.
