OTTAWA, Tuesday, November 19, 2002

The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:35 a.m. to consider the motion of the Honourable Senator Day, that the Standing Senate Committee on National Security and Defence be authorized to adjourn from place to place within and outside Canada for the purpose of pursuing its study.

The Chairman: Honourable senators, the first item on our agenda is the request from the Standing Senate Committee on National Security and Defence that it be authorized to adjourn from place to place within and outside Canada for the purpose of pursuing its study. I believe we must present a report by Thursday of this week. There is a deadline on it. Therefore, we should move in camera to consider our report on this matter right now. The question has been rendered moot by the fact that I have received a letter from Senator Kenny, which states:

Dear Lorna

I am writing to you regarding the reference that was sent to your Committee on Thursday, November 7, 2002.

Due to the shortage of time between the date when the Rules Committee would report back to the Chamber (with subsequent debate in the Chamber) and the date of the trip to Colorado Springs, the Steering Committee of the Committee on National Security and Defence has decided to postpone indefinitely this visit and has so informed General Penney, Deputy Commander, NORAD.

Your Committee may still wish to address the issues raised in the reference, but in terms of the proposed trip to Colorado Springs, the question is moot.

In the event that the Rules Committee chooses to address the issues raised in this order of reference next week, I believe that several other Senators would like to participate in the discussion. I would appreciate knowing the time and place where this would happen.
