The Standing Senate Committee on Rules, Procedures and the Rights of Parliament met at 9:37 a.m., this day, in room 356-S, Centre Block, the Chair, the Honourable Senator Milne, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Joyal, P.C., Losier-Cool, Milne, Rompkey, P.C., Smith, P.C., Stratton and Wiebe (8).
Also present: The official reporters of the Senate

Pursuant to the Order of Reference adopted by the Senate on Thursday, October 31, 2002, the committee proceeded to study the motion of the Honourable Senator Robichaud, P.C., ``that for the duration of the present session any select committee may meet during adjournments of the Senate.'' The committee continued its study of committee meetings during lengthy adjournments, pursuant to rule 95.
At 9:43 a.m., the committee proceeded in camera to discuss a draft report.
It was agreed not to print proceedings from the discussion prior to proceeding in camera.
Dr. Lank was invited to answer questions related to the study.
At 10:32 a.m., the committee proceeded to discuss its draft agenda, continuing in camera.
It was agreed to pursue the possibility of Monday sittings with the respective Whips for the purposes of studying the ethics package, should it be referred to the committee.
At 10:45 a.m., the committee adjourned to the call of the Chair.

Dr. Lank was asked to respond to certain questions.
It was agreed to have a revised draft report circulated for consideration at the next meeting of the committee.

It was moved by the Honourable Senator Joyal — That the committee approve the following budget application:

The question being put on motion, it was adopted.
Pursuant to the Order of Reference adopted by the Senate on Thursday, October 31, 2002, the committee proceeded to study the motion ``that the recommendations and proposed rules contained in the Fourteenth Report of the Standing Committee on Rules, Procedures and the Rights of Parliament presented to the Senate in the First Session of the 37th Parliament on June 11, 2002, be adopted.''
At 9:55 a.m., the committee proceeded to discussion of the requirements of a government response to committee reports.
It was agreed to revise the report for further consideration.
At 10:45 a.m., the committee adjourned to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Tuesday November 5, 2002, the committee proceeded to study the motion of Senator Comeau that rule 86(1)(o) of the Senate be amended to read: ``that the Senate Committee on Fisheries and Oceans, composed of twelve members four of whom shall constitute a quorum, to which shall be referred, on order of the Senate, bills, messages, petitions, inquiries papers and other matters relating to fisheries and oceans generally.''
