The Standing Committee on Rules, Procedures and the Rights of Parliament met at 9:33 a.m. this day, in room 356- S Centre Block, the Chair, the Honourable Lorna Milne, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Hubley, Joyal, P.C., Milne, Robertson, Rompkey, P.C., Stratton, Wiebe (8).
In attendance: From the Parliamentary Research Branch, Library of Parliament, Jamie Robertson and Geoffrey P. Kieley.
Pursuant to the Order of Reference adopted by the Senate on Thursday, April 3, 2003, the committee resumed debate on the motion of the Honourable Senator Rompkey, P.C., seconded by the Honourable Senator Cook, for the second reading of Bill C-15, to amend the Lobbyists Registration Act. (For complete text of Order of Reference see Proceedings of the Committee.)

Ms. Champagne-Paul made a brief opening statement and, with Mr. Legault and Bergen, answered questions.
At 10:51 a.m., the committee adjourned to the call of the Chair.

Pursuant to its mandate under rule 86(1)(f) of the Rules of the Senate, the Committee preceded to a consideration of the printing of an updated copy of the Rules of the Senate of Canada.
WITNESS:
From the Senate of Canada:
Dr. Gary O'Brien, Deputy Clerk and Principal Clerk, Legislative Services.
Dr. O'Brien made a brief opening statement and answered questions.
Senator Joyal moved, — That a revised index for the Rules of the Senate be explored by the staff of the committees, in cooperation with the Deputy Clerk and the Library of Parliament indexers.
The question being put on the motion, it was agreed.
It was agreed that the Chair table in the Senate, the reprinted Rules of the Senate.
At 12:40 p.m., the committee adjourned to the call of the Chair.
