The Standing Committee on Rules, Procedures and the Rights of Parliament met at 8:30 a.m. this day, in room 356- S Center Block, the Chair, the Honourable Lorna Milne, presiding.

Members of the committee present: The Honourable Senators Di Nino, Fairbairn, P.C., Fraser, Hubley, Joyal, P.C., Milne, Ringuette, Robertson, Rompkey, P.C., Stratton (10)

Other senators present: The Honourable Senators Gauthier and Oliver (2).

In attendance: From the Parliamentary Research Branch, Library of Parliament, Jamie Robertson and Geoffrey Kieley.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 3, 2003, the Committee resumed debate on the motion of the Honourable Senator Rompkey, P.C., seconded by the Honourable Senator Cook, for the second reading of Bill C-15, An Act to amend the Lobbyists Registration Act. (For complete text of Order of Reference see Proceedings of the Committee.)

WITNESSES:

Mr. Bruce Bergen, Senior Counsel, Industry Canada Legal Services;

Mr. Robert F. Benson, Deputy Ethics Counsellor, Office of the Ethics Commissioner.

The Honourable Allan Rock made a brief opening statement and, with Mr. Bergen and Mr. Benson, answered questions.

It was agreed, — That Wednesday, May 14, at noon, the committee proceed to hear from the Ethics Commissioner, followed by clause-by-clause consideration of the Bill.

At 9:28 a.m., the committee adjourned to the call of the Chair.

Senator Rompkey P.C., moved — That the committee proceed to clause-by-clause examination of Bill C-15.

The question being put on the motion, it was agreed.

It was agreed, — That the title stand postponed.

It was agreed, — That clause 1 carry.

It was agreed, — That clause 2 stand postponed.

It was agreed, — That clause 3 carry.

Senator Rompkey, P.C., moved, — That clause 4 be amended. It was agreed.

It was agreed, — That clause 4 as amended carry.

It was agreed, — That clauses 5-18 carry.

It was agreed, — That clause 2 carry.

It was agreed, — That the title carry.

It was agreed, — That the bill as amended carry.

It was agreed, — That the Chair report the bill as amended.

At 1:24 p.m., the committee adjourned to the call of the Chair.
