The Standing Committee on Rules, Procedures and the Rights of Parliament met at 4:03 p.m. this day, in room 257 East Block, the Honourable Lorna Milne, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Di Nino, Fraser, Joyal, P.C., Milne, Murray, P.C., Ringuette, Rompkey, P.C., Smith, P.C., Stratton (10).

Other senator present: The Honourable Senator Kroft (1).

In attendance: From the Parliamentary Research Branch, Library of Parliament, Margaret Young.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 4, 2003, the committee proceeded to study the motion of the Honourable Senator Robichaud, P.C., seconded by the Honourable Senator Carstairs, P.C., that the documents entitled: ``Proposals to amend the Parliament of Canada Act (Ethics Commissioner) and other Acts as a consequence'' and ``Proposals to amend the Rules of the Senate and the Standing Orders of the House of Commons to implement the 1997 Milliken-Oliver Report'', tabled in the Senate on October 23, 2002. WITNESSES:

From the House of Lords:

Lord Williams of Mostyn, QC, Lord Privy Seal and Leader of the House of Lords;

Chris Jacobs, Principal Secretary to the Lord Privy Seal and Leader of the House of Lords;

Brendan Keith, Principal Clerk of the Judicial Office and Registrar of Lords' Interests, House of Lords.

Lord Williams made a brief presentation and, with Mr. Jacobs and Mr Keith, answered questions.

At 6:00 p.m., the committee adjourned to the call of the Chair.

Mr. Hudon made a brief presentation and answered questions.

At 11:11 a.m., the committee suspended

At 11:14 a.m., the committee resumed

Pursuant to Rule 86(1)(f), the committee proceeded to the consideration of the Senators Attendance Policy.

Pursuant to Rule 92(2)(f), the committee proceeded in camera for consideration of a draft report.

The Honourable Senator Rompkey, P.C., moved —That the report be adopted and that the Chair report to the Senate.

At 11:48 a.m., the committee adjourned to the call of the Chair.
