The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met this day, in camera, at 12:15 p.m. in room 172-E Centre Block, the Chair, the Honourable Michael A. Meighen, presiding.

Members of the subcommittee present: The Honourable Senators Atkins, Day, Meighen and Wiebe (4).

Other senator present: The Honourable Senator Forrestall (1).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves and Grant Dawson, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Adviser; Sandeep Mukerji, Legislative Clerk; and Alexa Reynolds, Page; Joanne Lavigne, Console Operator; Harriett Smith, Marie Savoie, Gerard Gallienne, Interpreters.

The subcommittee proceeded to consider a draft report.

The Honourable Senator Atkins moved, — That the subcommittee approve the draft report with the amendments proposed during the meeting;

That the subcommittee delegate to the Chair and Deputy Chair approval of the final wording of these amendments; and

That the report be sent to the Committee on National Security and Defence.

The question being put on the motion, it was adopted.

The subcommittee agreed on the cover and the lay-out of the report.

The subcommittee discussed the release of the report. It was agreed, — That this matter would be discussed further at the meeting of the full committee. However, the subcommittee is of the view that Wednesday, April 9, 2003 would be a suitable day for release. A full release plan will be drawn up. However there is a preference for a press conference.

At 1:15 p.m., the subcommittee adjourned to the call of the Chair.

The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met this day, at 12:00 p.m., in room 172-E Centre Block, the Deputy Chair, the Honourable Joseph A. Day, presiding.

Members of the subcommittee present: The Honourable Senators Atkins, Day and Kenny (3).

Other senators present: The Honourable Senators Forrestall, Poulin and Prud'homme, P.C. (3).

In attendance: From the Senate: Till Heyde, Committee Clerk; from the Parliamentary Research Branch, Library of Parliament: Grant Purves and Grant Dawson, Analysts; Veronica Morris, Communications Officer.

Pursuant to the Orders of Reference adopted by the Senate on Wednesday, March 26, 2003 and by the Committee on Monday, March 31, 2003, the subcommittee commenced its study of Bill C-227, An Act respecting a national day of remembrance of the Battle of Vimy Ridge.

Mr. Brent St. Denis, M.P., Sponsor of the Bill.

Mr. Kevin MacLeod, Manager, State Ceremonial and Protocol.

The Honourable Senator Poulin and Mr. St. Denis made statements and answered questions.

Mr. Moyer and Mr. MacLeod made a statement and answered questions.

Is was agreed that the subcommittee begin clause-by-clause consideration of Bill C-227, An Act respecting a national day of remembrance of the Battle of Vimy Ridge.

It was agreed, — That the preamble stand postponed.

It was agreed, — That clause 1 stand postponed.

It was agreed, — That clause 2 carry.

After debate, it was agreed, — That clause 3 carry.

It was agreed, — That clause 4 carry.

It was agreed, — That clause 1 carry.

It was agreed, — That the preamble carry.

It was agreed, — That the Bill carry.

After debate, it was agreed, — That the Deputy Chair report the Bill to the Committee with a recommendation that it be reported to the Senate without amendment but with observations to be finalized by the Chair of the Committee.

Pursuant to the motion adopted by the subcommittee on Monday, February 3, 2003, the following material was filed as exhibits with the Clerk.
