The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met this day, in camera, at 12:10 p.m., in room 172-E Centre Block, the Chair, the Honourable Michael A. Meighen, presiding.

Members of the subcommittee present: The Honourable Senators Atkins, Day, Meighen and Wiebe (4).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves and Grant Dawson, Analysts; Sandeep Mukerji, Legislative Clerk; Veronica Morris, Communications Officer.

In accordance with rule 92(2)(f) the committee considered a draft report.

At 1:20 p.m., the subcommittee adjourned to the call of the Chair.

The Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence met this day, in camera, at 1:55 p.m., in room 160-S (subcommittee room) Centre Block, the Deputy Chair, the Honourable Joseph A. Day, presiding.

Members of the subcommittee present: The Honourable Senators Atkins and Kenny (2).

Other senators present: The Honourable Senators Cordy and Forrestall (2).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Grant Purves and Grant Dawson, Analysts; Major General (Ret'd) Keith McDonald, Senior Military Adviser; Chief Superintendent Jean-Pierre Witty, RCMP Liaison Officer; Lieutenant-Colonel David Belovich, DND Liaison Officer; Sandeep Mukerji, Legislative Clerk, Veronica Morris, Communications Officer.

The committee proceeded to consider a draft report.

Moved by Senator Kenny that the draft report entitled: "Occupational Stress Injuries: The Need for Understanding", be approved and reported to the Committee on National Security and Defence.

The question being put, it was adopted in the affirmative.

At 2 p.m., the subcommittee adjourned to the call of the Chair.

Pursuant to the Orders of Reference adopted by the Senate on Tuesday, June 17, 2003, the subcommittee commenced its study of Bill C-411, An Act to establish Merchant Navy Veteran Day.

At 12:18 p.m. the subcommittee suspended its sitting.

At 12:24 p.m. the subcommittee resumed its sitting

The subcommittee spoke by teleconference with Mr. Paul Bonwick.

It was agreed that the subcommittee begin clause-by-clause consideration of Bill C-411, An Act to establish Merchant Navy Veteran Day.

It was agreed, — That the title stand postponed.

It was agreed, — That clause 1, which contains the short title, stand postponed.

It was agreed, — That clause 2 carry.

It was agreed, — That clause 1 carry.

It was agreed, — That preamble carry.

It was agreed, — That the title carry.

It was agreed, — That the Bill carry.

It was agreed, — That Bill C-411 be reported without amendment to the Senate.

After debate, it was agreed, — That the Chair report the Bill to the committee with a recommendation that it be reported to the Senate without amendment

At 12:42 p.m., the subcommittee adjourned to the call of the Chair.
