The Standing Senate Committee on Banking, Trade and Commerce met at 11:00 a.m., this day, in room 257 East Block, the Deputy Chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Angus, Biron, Fitzpatrick, Harb, Kelleher P.C., Massicotte, Meighen, Moore, Tkachuk (9).

In attendance: Ms. June Dewetering and Mr. Alexandre Laurin, Analysts, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Friday, February 13, 2004, the committee undertook to examine and report upon the present state of the domestic and international financial system.

WITNESSES:

From the Bank of Canada:

David A. Dodge, Governor;

Paul Jenkins, Senior Deputy Governor.

Governor Dodge made an opening statement and with Mr. Jenkins answered questions from members of the committee.

At 12:28 p.m. the Honourable Senator Meighen took the Chair.

At 12:31 p.m. the Honourable Senator Tkachuk returned to the Chair.

At 12:50 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Banking, Trade and Commerce met at 4:05 p.m., this day, in room 256-S Centre Block, the Deputy Chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Angus, Biron, Chaput, Fitzpatrick, Harb, Hervieux- Payette P.C., Kelleher P.C., Massicotte, Moore, Tkachuk (10).

In attendance: Mr. Alexandre Laurin, Analyst, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 1, 2004, the committee undertook its examination of Bill C-21, to amend the Customs Tariff.

APPEARING:

The Honourable Denis Paradis, P.C., M.P., Minister of State (Financial Institutions).

WITNESSES:

Martin Rivard, Policy Advisor.

From the Department of Finance:

Patrick Halley, Senior Economist, International Trade Policy Division;

Emmy Verdun, Director, International Trade Policy Division.

Elliot Lifson, President, and Vice-Chair of Peerless Clothing Inc.;

Bob Kirke, Executive Director.

From the A & R Dress Company Inc.:

Randy Rotchin, President.

From COMO Diffusion Inc.:

Paul Ostrov, President and CEO.

The Minister of State made an opening statement and, together with the witnesses from the Department of Finance, answered questions from members of the committee.

Mr. Lifson made an opening statement.

Mr. Rotchin made an opening statement.

At 5:26 p.m., the committee suspended its sitting.

At 5:42 p.m., the committee resumed its sitting, the Honourable Senator Moore took the Chair.

Mr. Ostrov made an opening statement and together with the other witnesses, answered questions from members of the committee.

At 6:25 p.m. the committee suspended its sitting.

At 6:27 p.m. the committee resumed its sitting.

It was agreed that the committee move to clause-by-clause consideration of Bill C-21, to amend the Customs Tariff.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that the title carry.

It was agreed that the Bill carry.

It was agreed that the bill be reported to the Senate without amendment at the next sitting of the Senate.

At 6:30 p.m., it was agreed that the committee adjourn to the call of the Chair.
