The Standing Senate Committee on Human Rights met at 5:00 p.m., this day, in room 505, Victoria Building, the Chair, the Honourable Shirley Maheu presiding.

Members of the committee present: The Honourable Senators Ferretti Barth, Grafstein, Jaffer, Maheu and Plamondon (5).

In attendance: Marlisa Tiedemann, Mary Hurley and Laura Barnett, Research Officers, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on February 19, 2004, the committee commenced its examination of the resolution encapsulating the 2002 Berlin OSCE (PA) Resolution. (See Issue No. 1 for the full text of the Order of Reference.)

At 5:00 p.m., the Honourable Jerahmiel Grafstein made a statement and answered questions.

At 5:50 p.m., the committee suspended its sitting.

At 6:15 p.m., the committee resumed its sitting.

Mr. Jones, Ms. Lafontaine, Ms. Connidis, Ms. Nassrallah and Mr. Wilczynski made statements and answered questions.

At 7:20 p.m., Mr. Landy, Dr. Mock and Dr. Scheinberg made statements.

At 8:15 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Human Rights met at 5:10 p.m., this day in camera, in room 257, East Block, the Chair, the Honourable Shirley Maheu presiding.

Members of the committee present: The Honourable Senators Chaput, LaPierre, Maheu and Plamondon (4).

Other senator present: The Honourable Senator Prud'homme, P.C. (1).

In attendance: Marlisa Tiedemann, Mary Hurley and Laura Barnett, Research Officers, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on February 19, 2004, the committee resumed its study of the key legal issues affecting the subject of on-reserve real matrimonial property. (See Proceedings of the Committee, Issue 1.)

The committee considered the following draft budget application:

Professional and Other Services:  $ 5,000
Transportation:

 $ 39,324

Total:  $ 44,324

It was moved by the Honourable Senator LaPierre, that the draft budget in the amount of $44,324 be adopted and that the Chair present the same to the Committee of Internal Economy, budget and Administration.

The question being put on the motion, it was adopted

Pursuant to the Order of Reference adopted by the Senate on February 19, 2004, the committee resumed its examination of the resolution encapsulating the 2002 Berlin OSCE (PA) Resolution. (For complete text of the Order of Reference, please see Issue 1 of the Proceedings of the Committee.)

The committee considered the following draft budget application:

Professional and Other Services:  $ 5,000
Total  $ 5,000

It was moved by the Honourable Senator Chaput, that the draft budget in the amount of $5,000 be adopted and that the Chair present the same to the Committee of Internal Economy, Budget and Administration.

The question being put on the motion, it was adopted

It was moved by the Honourable Senator Plamondon, that the committee give priority to the special study pertaining to the division of on-reserve matrimonial property.

The question being put on the motion, it was adopted.

It was moved by the Honourable Senator Chaput, that the Chair inquire about the possibility of changing the schedule of meetings of the committee in order to meet on another day.

The question being put on the motion, it was adopted.

At 6:20 p.m., the committee adjourned to the call of the Chair.
