The Standing Senate Committee on Social Affairs, Science and Technology met this day, at 4:10 p.m. in room 257, East Block, the Acting Chair, the Honourable Yves Morin, presiding.
Members of the committee present: The Honourable Senators Callbeck, Cook, Cordy, Fairbairn P.C., Keon, LaPierre, Léger, Morin and Roche (9).
In attendance: From the Parliamentary Research Branch, Library of Parliament: Sam Banks and Monique Hébert.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, February 18, 2004, the committee began its study on Bill C-8, An Act to establish the Library and Archives of Canada, to amend the Copyright Act and to amend certain Acts in consequence.

The clerk informed the committee of the unavoidable absence of the Chair and Deputy Chair and presided over the election of an Acting Chair.
The Honourable Senator Cordy moved:
That the Honourable Senator Morin be the Acting Chair.
The question being put on the motion, it was adopted.
Roch Carrier and Ian E. Wilson each made a presentation and answered questions.
Don Butcher, Louis Cabral and Tim Mark each made a presentation and answered questions.
It was agreed that the committee move to clause-by-clause consideration of Bill C-8, An Act to establish the Library and Archives of Canada, to amend the Copyright Act and to amend certain Acts in consequence.
It was agreed to postpone the consideration of the long title, the preamble and the short title to the end.
It was agreed that clauses 2 to 20 be adopted.
Jean Guérette answered questions.
It was agreed that clause 21 be negatived.
It was agreed that clause 22 to 32 be adopted.
Jeff Richstone answered questions.
It was agreed that clause 33 be adopted.
The Honourable Senator LaPierre moved:
That Bill C-8 be amended on page 13, by adding after line 31, the following:
``Injured Military Members Compensation Act
33.1 Paragraph 13(c) of the Injured Military Members Compensation Act is replaced by the following:
(c) personal information collected or obtained by the Library and Archives of Canada in the administration of the Library and Archives of Canada Act, or any predecessor enactment relating to the same subject- matter.''.
The question being put on the motion, it was adopted.
It was agreed that clause 34 to 52 be adopted.
Jeff Richstone answered questions.
The Honourable Senator LaPierre moved:
That Bill C-8 be amended in clause 53, on page 20, by replacing line 5, with the following:
``53. If Bill C-6, introduced in the 3rd''.
The question being put on the motion, it was adopted.
It was agreed that clause 53 be adopted as amended.
It was agreed that clauses 54 to 57 be adopted.
It was agreed that clause 1 with the short title be adopted.
It was agreed that the preamble be adopted.
It was agreed that the title be adopted.
It was agreed that the Acting Chair report the bill, as amended, at the next sitting of the Senate.
At 6:10 p.m., the committee adjourned to the call of the Chair.
