The Special Committee on the Anti-terrorism Act met at 10 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Fairbairn, P.C., Fraser, Jaffer, Joyal, P.C. and Lynch-Staunton (7).

Other senators present: The Honourable Senators Christensen, Losier-Cool, Mercer and Prud'homme, P.C. (4).

In attendance: Benjamin Dolin and Jennifer Wispinski, Analysts, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, December 13, 2004, the committee continued its comprehensive review of the provisions and operation of the Anti-terrorism Act (S.C. 2001, c.41). (For complete text of the Order of Reference, see Issue No. 1 of the proceedings of the committee.)

WITNESSES:

Royal Canadian Mounted Police:

Giuliano Zaccardelli, Commissioner;

Wayne Hanniman, Inspector.

The Chair made a statement.

Mr. Zaccardelli made a statement and answered questions.

At 12:02 p.m., the committee adjourned to the call of the Chair.

Claudette Deschênes, Vice-President, Enforcement Branch;

Candice Breakwell, Director, Legislative Affairs and ATIP.

The Chair made a statement.

Ms. Stoddart submitted a brief, made a statement and, with Mr. D'Aoust and Ms. Kosseim, answered questions.

At 2:00 p.m. the committee suspended.

At 2:10 p.m. the committee resumed.

Mr. Jolicoeur made a statement and, together with Mr. Dunbar, answered questions.

At 3:36 p.m., the committee adjourned to the call of the Chair.
