The Special Senate Committee on the Anti-terrorism Act met this day, in camera, at 10:35 a.m., in room 172-E, Centre Block, the Chair, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Fairbairn, P.C., Jaffer, Joyal, P.C., Kelleher, P.C., Kinsella and Smith, P.C. (8).

In attendance: Benjamin Dolin, Analyst, Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Monday, December 13, 2004, the committee continued its comprehensive review of the provisions and operation of the Anti-terrorism Act (S.C. 2001, c.41). (For complete text of the Order of Reference, please see Issue No. 1 of the proceedings of the Committee).

The committee considered a draft agenda.

At 11:50 a.m., the committee adjourned to the call of the Chair.

The Special Senate Committee on the Anti-terrorism Act met at 10:43 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Joyce Fairbairn, P.C., presiding.

Members of the committee present: The Honourable Senators Andreychuk, Fairbairn, P.C., Fraser, Joyal, P.C and Smith, P.C. (5).

In attendance: Benjamin Dolin and Jennifer Wispinski, Analysts, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, December 13, 2004, the committee continued its comprehensive review of the provisions and operation of the Anti-terrorism Act (S.C. 2001, c.41). (For complete text of the Order of Reference, please see Issue No. 1 of the proceedings of the Committee).

WITNESSES:

Canadian Jewish Congress:

Ed Morgan, National President;

Manuel Prutschi, Executive Vice-President.

B'Nai Brith Canada:

David Matas, Senior Legal Counsel.

The Chair made a statement.

Mr. Morgan and Mr. Matas each made a statement and, with Mr. Prutschi, answered questions.

The Honourable Senator Smith moved that the following draft budget application for travel to London for the fiscal year ending March 31, 2006 be adopted and submitted to the Standing Committee on Internal Economy, Budgets and Administration:

Professional and Other Services    $ 6,600
Transportation and Communications    101,730
All Other Expenditures    2,400
Total    $ 110,730

The question being put on the motion, it was adopted.

At 12:45 p.m., the committee adjourned to the call of the Chair.
