The Standing Senate Committee on National Security and Defence met this day at 2:35 p.m., in room 7, Victoria Building, the Vice-Chair, the Honourable J. Michael Forrestall, presiding.

Members of the committee present: The Honourable Senators Atkins, Banks, Cordy, Forrestall, Meighen, Munson and Nolin (7).

In attendance: From the Parliamentary Research Branch, Library of Parliament: William Price and Brigadier-General (Ret'd) Jim Cox, Analysts; Inspector Harold O'Connell, RCMP Liaison Officer; Captain (N) Kenneth Stewart, DND Liaison Officer.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 20, 2004, the committee continued its examination on the need for a national security policy for Canada. (See Issue No. 1, Monday, October 25, 2004, of the committee's proceedings for the full text of the Order of Reference.)

In accordance with rule 92(2)(e), the committee considered its draft agenda.

At 2:56 p.m., the committee suspended its sitting.

At 3:00 p.m., the committee resumed its sitting in public in room 2, Victoria Building.

At 4:33 p.m., Senator Forrestall assumed the chair.

At 5:28 p.m., Senator Kenny returned to the chair.

At 5:33 p.m., the committee suspended its sitting.

At 5:43 p.m., the committee resumed its sitting in camera in room 7, Victoria Building.

In accordance with rule 92(2)(e), the committee considered its draft agenda.

It was moved by the Honourable Senator Atkins that the Chair be designated as the committee's spokesperson for all meetings during the upcoming trip to New York and Washington.

The question being put on the motion, it was adopted.

At 6:30 p.m., the committee suspended its sitting.

At 6:36 p.m., the committee resumed its sitting in public in room 2, Victoria Building.

The Chair made an opening statement.

The Honourable Anne McLellan made a presentation and answered questions with Alain Jolicoeur.

At 8:12 p.m., Senator Banks assumed the chair.

At 8:14 p.m., Senator Kenny returned to the chair.
