The Standing Senate Committee on Transport and Communications met this day, at 9:34 a.m., in room 505, Victoria Building, the Deputy Chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Massicotte, Mercer, Merchant, Phalen, and Tkachuk (5).

Other senators present: The Honourable Senators Forrestall and Nolin (2).

In attendance: Allison Padova, Research Analyst, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 9, 2005, the committee commenced its examination of Bill C-4, an Act to implement the Convention on International Interests in Mobile Equipment and the Protocol to the Convention on International Interests in Mobile Equipment on Matters Specific to Aircraft Equipment.

WITNESSES:

Export Development Canada:

Jim McArdle, General Counsel.

Air Canada:

David Shapiro, Vice-President and General Counsel.

Mr. McArdle made a statement and answered questions.

At 10:21 a.m., the committee suspended.

At 10:33 a.m., the committee resumed.

Mr. Shapiro made a statement and answered questions.

At 10:55 a.m., it was agreed that the committee adjourn to the call of the Chair.

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 9, 2005, the committee continued its examination of Bill C-4, an Act to implement the Convention on International Interests in Mobile Equipment and the Protocol to the Convention on International Interests in Mobile Equipment on Matters Specific to Aircraft Equipment.

Mr. Lapierre made a statement and, with Mr. Lauzon and Ms. Blanchard, answered questions.

At 7:43 p.m., it was agreed that the committee adjourn to the call of the Chair.

The Standing Senate Committee on Transport and Communications met this day, at 9:37 a.m., in room 505, Victoria Building, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Banks, Carney, P.C., Fraser, Munson, Phalen, and Tkachuk (6).

In attendance: Allison Padova and Terrence Thomas, Research Analysts, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 9, 2005, the committee continued its examination of Bill C-4, an Act to implement the Convention on International Interests in Mobile Equipment and the Protocol to the Convention on International Interests in Mobile Equipment on Matters Specific to Aircraft Equipment.

The committee considered its business relating to Bill C-4.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-4.

It was agreed that the title stand postponed.

It was agreed that clauses 2 to 19 carry.

It was agreed that schedules 1 to 3 carry.

It was agreed that clause 1 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

It was agreed that the bill be reported to the Senate without amendment.

At 9:42 a.m., the committee suspended.

At 9:47 a.m., the committee resumed in camera, pursuant to rule 92(2)(e).

Pursuant to the Order of Reference adopted by the Senate on Tuesday, October 19, 2004, the committee continued its examination of the current state of Canadian media industries. (For complete text of Order of Reference, see proceedings of the committee, Issue No. 1, dated October 7, 2004.)

The committee considered its agenda.

At 10:35 a.m., it was agreed that the committee adjourn to the call of the Chair.
