The Subcommittee on Cities of the Standing Senate Committee on Social Affairs, Science and Technology met this day at 4:51 p.m. to organize the activities of the subcommittee.

Josée Thérien, Clerk of the Committee: Honourable senators, as the clerk of your committee, it is my duty to preside over the election of the chair. I am ready to receive a motion to that effect.

Senator Munson: I move that Senator Eggleton be the chairman of this subcommittee.

Ms. Thérien: It is moved by the Honourable Senator Munson that the Honourable Senator Eggleton do take the chair of this committee. Is it your pleasure, honourable senators, to adopt the motion?

Hon. Senators: Agreed.

Ms. Thérien: I declare the motion carried. I invite the Honourable Senator Eggleton to take the chair.

Senator Art Eggleton (Chairman) in the chair.

The Chairman: First, a motion with respect to the deputy chair.

Senator Nancy Ruth: I move that Senator Champagne be the deputy chair of the committee.

The Chairman: Senator Champagne has been moved as the deputy chair of the committee. Is that agreed?

Hon. Senators: Agreed.

The Chairman: Carried. Agenda and procedure are moved by the Honourable Senator Champagne. Is that agreed?

Hon. Senators: Agreed.

The Chairman: Carried. A motion to print the subcommittee's proceedings have been moved by Senator Nancy Ruth. Is that agreed?

Hon. Senators: Agreed.

The Chairman: Carried. Senator Munson moves authorization to hold meetings and to print evidence if quorum is not present. Is that agreed?

Hon. Senators: Agreed.

The Chairman: Carried. Research staff is moved by Senator Trenholme Counsell. Is that all agreed?

Hon. Senators: Agreed.

The Chairman: Authority to commit funds and certify accounts is moved by the Honourable Senator Champagne. Is that agreed?

Hon. Senators: Agreed.

The Chairman: Carried. Travel is moved by Senator Nancy Ruth. Is that agreed?

Hon. Senators: Agreed.

The Chairman: Carried. The next item is designation of members travelling on subcommittee business. That is moved by Senator Munson. Is that agreed?

Hon. Senators: Agreed.

The Chairman: Carried. Travelling and living expenses of witnesses is moved by the Honourable Senator Trenholme Counsell. Is that agreed?

Hon. Senators: Agreed.

The Chairman: Carried. Next we have the time slot for regular meetings. Why does this say Thursday 10:45 until 1:00? We said we were going to do the two subcommittees on either/or.

Ms. Thérien: It is just for information.

The Chairman: Okay. Is that agreed?

Hon. Senators: Agreed.

The Chairman: Carried. We will be having some meetings of both subcommittees on Wednesdays and some on Thursdays and then if the full committee has to meet it will have to bump one of the subcommittees. We discussed that before but I want to leave it flexible so that we can deal with whatever other issues may arise.

There is another document here. The budget is the grand total of $2,500. Part of it is spent on the cheese and crackers behind here. It is not a big city budget for sure. Is that agreed?

Hon. Senators: Agreed.
