The Standing Senate Committee on Energy, the Environment and Natural Resources met this day in room 257, East Block, at 5:14 p.m., the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Cochrane, Hervieux-Payette, P.C., Kenny, Lavigne, Milne, Sibbeston, Spivak and Tardif (10).

In attendance: From the Research Branch of the Library of Parliament: Lynne Myers, Frédéric Beauregard-Tellier, Kristen Douglas and Sam Banks.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee proceeded to undertake a review of the Canadian Environmental Protection Act (1999, c. 33) pursuant to Section 343(1) of the said act.

WITNESSES:

Environment Canada:

Cécile Cléroux, Assistant Deputy Minister, Environment Stewardship Branch;

John Moffet, Acting Director General, Systems and Priorities.

Health Canada:

Paul Glover, Director General, Safe Environments Programme.

Department of Justice:

Daniel Blasioli, Senior Counsel.

The Chair made an opening statement.

Ms. Cléroux made a statement.

Mr. Moffet and Mr. Glover gave a presentation.

Ms. Cléroux, Mr. Moffet, Mr. Glover and Mr. Blasioli answered questions.

The chair made a closing statement.

At 7:43 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Energy, the Environment and Natural Resources met this day in camera in room 257, East Block, at 8:42 a.m., the Chair, the Honourable Tommy Banks, presiding.

Members of the committee present: The Honourable Senators Angus, Banks, Cochrane, Fox, P.C., Kenny, Lavigne, Milne and Spivak (8).

In attendance: From the Research Branch of the Library of Parliament: Lynne Myers, Kristen Douglas and Sam Banks.

Pursuant to the Order of Reference adopted by the Senate on Thursday, April 27, 2006, the committee continued its review of the Canadian Environmental Protection Act (1999, c. 33) pursuant to Section 343(1) of the said act.

Pursuant to rule 92(2)(e) and (f), the committee proceeded to consider a draft report and agenda.

The Honourable Senator Milne moved that the following special study budget on the Canadian Environmental Protection Act application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

Summary of Expenditures:

Professional and Other Services $ 24,000
Transportation and Communications $ 0
All Other Expenditures $ 2,000
Total   $ 26,000

The question being put on the motion, it was adopted.

The Honourable Senator Cochrane moved that the following legislative budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration.

Summary of Expenditures:

Professional and Other Services $ 8,000
Transportation and Communications $ 0
All Other Expenditures $ 2,000
Total   $ 10,000

The question being put on the motion, it was adopted.

A discussion of issues related to the mandate of the committee followed.

It was agreed that the chair send a letter to Mr. Jeroen van der Veer and Mr. Clive Mather on behalf of the committee.

It was agreed that the draft work plan for the committee be adopted.

At 9:38 a.m., the committee adjourned to the call of the chair.
