The Senate Subcommittee on Population Health met at 4:22 p.m. this day, in room 9, Victoria Building, the Chair, the Honourable Wilbert J. Keon, presiding.

Members of the committee present: The Honourable Senators Cochrane, Cook, Fairbairn, P.C., Keon, and Pépin (5).

Other senator present: The Honourable Senator Eggleton, P.C. (1).

In attendance: From the Library of Parliament Research Branch: Tonina Simeone, Research Analyst, Political and Social Affairs Division and Michael Toye, Research Analyst, Political and Social Affairs Division.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, November 28, 2006, the subcommittee continued its study on the impact of the multiple factors and conditions that contribute to the health of Canada's population — known collectively as the social determinants of health. (See Issue No. 1, Thursday, February 22, 2007, for the complete text of the Order of Reference.)

WITNESSES:

Institute of Aboriginal Peoples' Health (IAPH) for the Canadian Institutes of Health Research (CIHR):

Dr. Jeff Reading, Scientific Director.

Centre for Aboriginal Health Research, University of Manitoba:

John O'Neil, Professor and Director.

Health Canada:

Ian Potter, Assistant Deputy Minister, First Nations and Inuit Health Branch.

Public Health Agency of Canada:

Jim Ball, Director, Development and Partnerships Division, Strategic Policy Directorate.

Indian and Northern Affairs Canada:

Marc Brooks, Director General, Community Development Branch, Socio-economic Policy and Regional Operations Sector.

Dr. Jeff Reading, John O'Neil, Ian Potter, Jim Ball and Marc Brooks each made statements and replied to questions.

At 6:10 p.m., the subcommittee suspended.

At 6:12 p.m., the subcommittee resumed in camera in room 7, pursuant to rule 92(2)(e) to consider a draft agenda.

It was moved by Senator Cochrane that not withstanding the decision of the subcommittee on Wednesday, February 21, 2007, the Chair, Deputy Chair and Senator Cook be authorized to make decisions on behalf of the subcommittee with respect to its agenda, to invite witnesses and to schedule hearings.

The question being put on the motion, it was adopted.

It was agreed that the subcommittee seek authority from the Whips to meet in late afternoon, Thursday, May 31 and Friday, June 1, 2007.

At 6:35 p.m., it was agreed that the subcommittee adjourn to the call of the Chair.

Carole L. Lafontaine, Acting Chief Executive Officer;

Mark Buell, Manager, Policy and Communications.

University of British Columbia — Department of Psychology:

Michael J. Chandler, University of British Columbia Professor and distinguished health researcher, Canada Institutes for Health Research (CIHR) and Michael Smith Foundation for Health Research (MSFHR) Inverstigator.

Ms. Abonyi, Dr. Young, Ms. Lafontaine and Mr. Chandler made opening comments and with Mr. Buell responded to questions.

At 6:02 p.m., the subcommittee suspended.

At 6:05 p.m., the subcommittee resumed in camera pursuant to rule 92(2)(e) to discuss a future draft agenda.

At 6:08 p.m., it was agreed that the subcommittee adjourn to the call of the Chair.
