The Subcommittee on Population Health met this day at 4:12 p.m., in room 2, Victoria Building, the chair, the Honourable Wilbert J. Keon, presiding.

Members of the committee present: The Honourable Senators Brown, Callbeck, Cochrane, Cook, Fairbairn, P.C., Keon and Pépin (7).

Other senators present: The Honourable Senators Eggleton, P.C. and Munson (2).

In attendance: Odette Madore and Michael Toye, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2007, the subcommittee continued its examination on the social determinants of health.

WITNESSES:

Ontario Ministry of Health Promotion:

Pegeen Walsh, Director, Chronic Disease Prevention.

Toronto Central Local Health Integration Network:

Laura Pisko-Bezruchko, Senior Director, Planning.

University of Ottawa Heart Institute:

Dr. Andrew Pipe, Medical Director, Prevention and Rehabilitation Centre.

Ms. Walsh, Ms. Pisko-Bezruchko and Dr. Pipe each made a statement and responded to questions.

At 6:16 p.m., pursuant to rule 92(2)(f), the subcommittee proceeded in camera to consider draft reports.

It was moved:

That the subcommittee adopt the draft reports on the Cuba fact-finding trip and on international population health policies and that these draft reports be reported to the Standing Senate Committee on Social Affairs, Science and Technology.

The question being put on the motion, it was adopted.

At 6:24 p.m., it was agreed that the committee adjourn to the call of the chair.

Ms. Yeates and Ms. Roos each made a statement, and with Mr. Denny, responded to questions.

At 5:27 p.m., pursuant to rule 92(2)(e), the subcommittee proceeded in camera to consider a draft agenda.

At 5:35 p.m., it was agreed that the committee adjourn to the call of the chair.

Pursuant to the order of reference adopted by the Senate on Tuesday, November 20, 2007, the subcommittee continued its examination on the social determinants of health.

Pursuant to rule 92(2)(f), the subcommittee met in camera to consider a draft report.

It was moved:

That the Subcommittee on Population Health adopt the draft report entitled Population Health Policy: Federal, Provincial and Territorial Perspectives subject to minor editorial changes approved by the chair and the inclusion of a brief final section prepared by the chair, and that the report be forwarded to the Standing Senate Committee on Social Affairs, Science and Technology.

The question being put on the motion, it was adopted.

At 5:05 p.m., it was agreed that the committee adjourn to the call of the chair.

Pursuant to rule 92(2)(f), the subcommittee met in camera to consider draft reports.

It was moved:

That not withstanding the conditional adoption of the report by the subcommittee on March 5, 2008, the subcommittee adopt an amended report entitled Population Health Policy: Federal, Provincial and Territorial Perspectives and that this amended report be forwarded to the Standing Senate Committee on Social Affairs, Science and Technology.

The question being put on the motion, it was adopted.

At 4:45 p.m., it was agreed that the committee adjourn to the call of the chair.
