The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:02 p.m., in room 9, Victoria Building, the chair, Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Eyton, Fox, P.C., Gerstein, Goldstein, Greene, Harb, Hervieux-Payette, P.C., Massicotte, Meighen, Moore, Oliver and Ringuette (12)

Other senator present: The Honourable Senator Day (1).

In attendance: Marc-André Pigeon and John Bulmer, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, March 4, 2009, the committee continued its examination of the present state of the domestic and international financial system. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

WITNESSES:

Bank of Canada:

Mark J. Carney, Governor;

Paul Jenkins, Senior Deputy Governor.

Governor Carney made a statement and, with Mr. Jenkins, answered questions.

At 6:10 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:30 a.m., in room 9, Victoria Building, the chair, Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Fox, P.C., Gerstein, Goldstein, Greene, Harb, Hervieux-Payette, P.C., Massicotte, Meighen, Moore, Oliver and Ringuette (11).

Pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued its examination of the credit and debit card systems in Canada and their relative rates and fees, in particular for businesses and consumers. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Mr. Dunn, Mr. Ware and Mr. Schwartz made statements and, with Mr. White, answered questions.

At 11:39 a.m., the committee suspended.

At 11:41 a.m., the committee resumed.

Mr. Scott and Mr. Lafleur made statements and, with Mr. Sands, Ms. Chayer and Mr. Blouin, answered questions.

At 12:35 p.m., pursuant to rule 92(2)(e), the committee proceeded in camera to consider its agenda (future business).

It was agreed that senators' staff be permitted to stay.

At 1:20 p.m., the committee adjourned to the call of the chair.
