The Standing Senate Committee on Banking, Trade and Commerce met in camera this day at 6:10 p.m., in room 160-S, Centre Block, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Day, Eyton, Fox, P.C., Gerstein, Greene, Hervieux- Payette, P.C., Hubley, Massicotte, Meighen, Moore, Oliver and Ringuette (12).

In attendance: Marc-André Pigeon and John Bulmer, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, March 3, 2009, the committee continued its examination of the credit and debit card systems in Canada and their relative rates and fees, in particular for businesses and consumers. (For complete text of the order of reference, see proceedings of the committee, Issue No. 2.)

Pursuant to rule 92(2)(f), the committee considered a draft report.

It was agreed that Senators' staff be permitted to stay.

At 8:15 p.m., the committee suspended.

At 8:35 p.m., the committee resumed.

It was moved that the report be adopted, that the Subcommittee on Agenda and Procedure be authorized to approve the final version with the agreed changes and that the chair table the report in the Senate.

At 9:30 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Banking, Trade and Commerce met in camera this day at 4:10 p.m., in room 505, Victoria Building, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Fox, P.C., Gerstein, Greene, Harb, Hervieux-Payette, P.C., Massicotte, Meighen, Moore, Peterson, Greene Raine and Ringuette (11).

In attendance: John Bulmer, Analyst, June Dewetering, Chief, Macroeconomics, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to rule 92(2) (e), the committee considered a draft agenda.

The committee proceeded to consider the following draft budget application:

Professional and Other Services    $ 0
Transportation and Communications    0
All Other Expenditures   8,300
TOTAL    $ 8,300

It was moved that the draft budget concerning legislation in the amount of $8,300 be adopted and that the chair present the same to the Committee on Internal Economy, Budgets and Administration.

The question being put on the motion, it was adopted.

At 5:00 p.m., the committee adjourned to the call of the chair.

The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:20 p.m., in room 505, Victoria Building, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Fox, P.C., Frum, Greene, Harb, Hubley, Hervieux- Payette, P.C., Massicotte, Meighen, Moore and Ringuette (10).

In attendance: John Bulmer, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Wednesday, May 6, 2009, the committee began its examination of Bill S-203, An Act to amend the Business Development Bank of Canada Act (municipal infrastructure bonds) and to make a consequential amendment to another Act.

WITNESSES:

Senate of Canada:

The Honourable Jerahmiel S. Grafstein, sponsor of the bill.

Department of Finance:

Baxter Williams, Director, Personal Income Tax Division, Tax Policy Branch;

Miodrag Jovanovic, Chief, Savings and Investment, Personal Income Tax Division, Tax Policy Branch.

Senator Grafstein made a statement and answered questions.

At 5:25 p.m., the committee suspended.

At 5:29 p.m., the committee resumed.

Mr. Williams and Mr. Jovanovic made statements and answered questions.

At 5:55 p.m., the committee adjourned to the call of the chair.
