The Standing Senate Committee on Banking, Trade and Commerce met this day at 10:30 a.m., in room 9, Victoria Building, the chair, the Honourable Michael A. Meighen, presiding.

Members of the committee present: The Honourable Senators Fox, P.C., Frum, Gerstein, Greene, Harb, Hervieux- Payette, P.C., Massicotte, Meighen, Moore, Oliver, Peterson and Ringuette (12).

In attendance: John Bulmer, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 16, 2009, the committee began its examination of Bill S-232, An Act to amend the Patent Act (drugs for international humanitarian purposes) and to make consequential amendment to another Act.

WITNESSES:

Senate of Canada:

The Honourable Senator Sharon Carstairs, P.C., sponsor of the bill.

As an individual:

The Honourable Yoine Goldstein, former senator.

Industry Canada:

Colette Downie, Director General, Marketplace Framework Policy Branch, Strategic Policy Sector.

Canadian International Development Agency:

Chris MacLennan, Director General, Thematic and Sectoral Policy Directorate, Strategic Policy and Performance Branch.

Foreign Affairs and International Trade Canada:

Edith St-Hilaire, Director, Intellectual Property, Information and Technology Trade Policy Division, Acting Director General, Multilateral Trade Policy.

Health Canada:

Brigitte Zirger, Director, Director's Office, Bureau of Policy, Science and International Programs.

The Honourable Yoine Goldstein and the Honourable Sharon Carstairs, P.C., each made a statement and answered questions.

At 11:30 a.m., the committee suspended.

At 11:36 a.m., the committee resumed.

Ms St-Hilaire and Ms Downie each made a statement and together answered questions.

Ms Zirger and Mr. MacLennan answered questions.

At 12:15 p.m., the committee adjourned to the call of the chair.
