The Special Senate Committee on Anti-terrorism met at 1 p.m. this day, in room 2, Victoria Building, the chair, the Honourable Hugh Segal, presiding.

Members of the committee present: The Honourable Senators Duffy, Furey, Jaffer, Joyal, P.C., Marshall, Segal, Smith, P.C., and Tkachuk (8).

In attendance: Dominique Valiquet and Cynthia Kirkby, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 27, 2010, the committee continued its examination on matters relating to anti-terrorism. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

Thomas Hegghammer, Research Fellow (by video conference).

RAND Corporation:

Brian Jenkins, Senior Advisor.

The chair made an opening statement.

Mr. Jenkins made a statement and answered questions.

Mr. Hegghammer made a statement and answered questions.
