The Standing Senate Committee on Energy, the Environment and Natural Resources met this day at 8:10 a.m. in room 9, Victoria Building, the chair, the Honourable W. David Angus, presiding.
Members of the committee present: The Honourable Senators Angus, Banks, Brown, Dickson, Frum, Lang, Massicotte, Mitchell, Neufeld and Seidman (10).
In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament; and Tracie LeBlanc, Communications Officer, Communications Directorate.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Thursday, March 11, 2010, the committee continued its examination of the current state and future of Canada's energy sector (including alternative energy). (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.) (Canadian Offshore oil/gas exploration and drilling: the current status of operations/applicable regulatory rules and regulations.)
WITNESSES:
Canada-Newfoundland and Labrador Offshore Petroleum Board:
Max Ruelokke, Chairman and Chief Executive Officer.
Canada-Nova Scotia Offshore Petroleum Board:
Stuart Pinks, Chief Executive Officer.
The chair made an opening statement.
Mr. Ruelokke and Mr. Pinks each made a statement and answered questions.
At 10:24 a.m., the committee suspended.
At 10:27 a.m., the committee, pursuant to rule 92(2)(e), resumed in camera, to consider a draft agenda.
It was agreed that senators' staff be authorized to remain in the room.
At 10:52 a.m., the committee adjourned to the call of the chair.

At 10:11 a.m. the committee resumed in public for consideration of a draft budget application.
After debate, it was agreed that the following special study budget application (energy sector), for the fiscal year ending March 31, 2011, be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
Professional and Other Services $ 26, 750 Transportation and Communications 118, 065 All Other Expenditures 42 750 TOTAL $ 187 565
At 10:12 a.m., the committee suspended.
At 10:15 a.m., the committee resumed.
The Honourable Senator Banks moved:
That the chair undertake to devise and present in the Senate a motion having regard to the examination of regulations governing offshore drilling in Canada.
After debate, the question being put on the motion, it was adopted.
At 10:17 a.m., the committee adjourned to the call of the chair.
