The Standing Committee on Internal Economy, Budgets and Administration met this day, at 9:05 a.m., the chair, the Honourable David Tkachuk, presiding.

Members of the committee present: The Honourable Senators Campbell, Carignan, Charette-Poulin, Comeau, Cordy, Downe, Doyle, Frum, Furey, Kinsella, Marshall, Munson, Smith (Saurel), Stratton, Tardif and Tkachuk (16).

In attendance: Mr. Gary W. O'Brien, Clerk of the Senate and other senior Senate officials.

It was moved, by Senator Furey, that the Minutes of Proceedings of November 22, 2012, public portion, be adopted with the following amendments:

For the Senators in Attendance, add the name of Senator Furey and remove the name of Senator Tardif.

The question being put on the motion, it was — Resolved in the affirmative.

The Subcommittee on the Review of Committee Budgets and International Travel of the Standing Committee on Internal Economy, Budgets and Administration has the honour to present its

TWENTY-FIFTH REPORT

Your subcommittee, which was asked to review committee budget templates and reports, is pleased to recommend as follows:

That the budget heading ``Transportation and Communications'' be changed to ``Transportation, Accommodation and Living Expenses'';

That subheadings for hospitality and consultants be added under Professional and Other Services;

That the ``Summary of Expenditures'' in committee budgets be changed to ``Summary of Budget'' and that it be broken down according to ``General Expenses'' and each activity or trip, instead of the current break down according to ``Professional and Other Services,'' ``Transportation and Communications'' and ``All Other Expenditures''; and

That the recommended releases in subcommittee reports and Appendix Bs also be broken down according to ``General Expenses'' and each activity or trip (see appendices A and B).

It was moved by Senator Comeau that the Twenty-fifth Report of the Subcommittee on the Review of Committee Budgets and International Travel be adopted.
