The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:17 p.m., in room 257, East Block, the chair, the Honourable Bob Runciman, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Boisvenu, Dagenais, Fraser, Frum, Jaffer, Joyal, P.C., Ngo, Runciman and White (11).

In attendance: Lyne Casavant and Christine Morris, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, October 25, 2012, the committee continued its consideration of Bill C-293, An Act to amend the Corrections and Conditional Release Act (vexatious complainants). (For complete text of the order of reference, see proceedings of the committee, Issue No. 25.)

WITNESSES:

Office of the Correctional Investigator:

Howard Sapers, Correctional Investigator;

Ivan Zinger, Executive Director and General Counsel.

Victims of Violence Canadian Centre for Missing Children:

Sharon Rosenfeldt, President.

As individuals:

Rob Sampson, Past Chair, Correctional Service of Canada Review Panel (by video conference);

John Martin, Criminologist, University of the Fraser Valley;

John Conroy, Lawyer (by video conference).

The chair made an opening statement.

Mr. Sapers and Mr. Zinger each made a statement and answered questions.

At 5:07 p.m., the committee suspended.

At 5:10 p.m., the committee resumed.

Mr. Sampson and Ms. Rosenfeldt each made a statement and answered questions.

At 5:47 p.m., the committee suspended.

At 5:51 p.m., the committee resumed.

Mr. Martin and Mr. Conroy each made a statement and answered questions.

At 6:30 p.m., the committee adjourned to the call of the chair.
