The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, in camera, at 9:42 a.m., in room 505, Victoria Building, the chair, the Honourable David P. Smith, P.C. (Cobourg), presiding.

Members of the committee present: The Honourable Senators Braley, Brown, Carignan, Chaput, Comeau, Fraser, Housakos, Nolin, Smith, P.C. (Cobourg), and Stratton (10).

In attendance: Andre Barnes, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: From the National Assembly of Kenya: The Honourable Kenneth Marende, M.P., Gitobu Imanyara, M.P., Joyce Laboso, M.P., Boni Khalwale, M.P., Mohamed Abdikadir, M.P., Millie Odhiambo, M.P. and Patrick Gichoho, Clerk.

It was agreed that senators' staff be permitted to remain in the room.

In accordance with rule 92(2)(e), the committee considered its business.
