The Standing Committee on Rules, Procedures and the Rights of Parliament met this day, in camera, at 9:32 a.m., in room 356-S, Centre Block, the chair, the Honourable David P. Smith, P.C. (Cobourg), presiding.

Members of the committee present: The Honourable Senators Braley, Comeau, Duffy, Enverga, Fraser, Martin, Smith, P.C. (Cobourg), and Wells (8).

In attendance: Till Heyde, Chamber Operations Clerk, Senate of Canada; and Sebastian Spano and Andre Barnes, Analysts, Parliamentary Information and Research Service, Library of Parliament.

It was agreed that senators' staff be permitted to remain in the room.

Pursuant to rule 12-16(1)(d), the committee considered a draft report.

The chair of the Subcommittee to Further Review the Rules of the Senate, the Honourable Senator Comeau, presented the third report of the subcommittee, recommending a draft report from the committee to the Senate.

After debate, the content of the subcommittee's report was agreed to, and it was agreed that it be presented to the Senate as three separate reports.

At 9:50 a.m., in accordance with rule 12-16(1)(d), the committee considered a draft agenda.

At 10:05 a.m., the Honourable Senator Martin replaced the Honourable Senator Wells as a member of the committee.

At 10:12 a.m., the committee adjourned to the call of the chair.
