The Standing Senate Committee on Banking, Trade and Commerce met this day at 4:17 p.m., in room 9, Victoria Building, the chair, the Honourable Irving Gerstein, presiding.

Members of the committee present: The Honourable Senators Black, Gerstein, Greene, Hervieux-Payette, P.C., Maltais, Massicotte, Nancy Ruth, Ngo, Ringuette, Rivard and Tkachuk (11).

In attendance: Adriane Yong and Brett Stuckey, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, December 3, 2013, the committee continued its examination on the ability of individuals to establish a registered disability savings plan (RDSP), with particular emphasis on legal representation and the ability of individuals to enter into a contract.

WITNESSES:

Council of Canadians with Disabilities:

Vangelis Nikias, Project Manager, Convention on the Rights of Persons with Disabilities.

Council of Canadians with Disabilities and Canadian Association for Community Living:

Brendon D. Pooran, Lawyer, PooranLaw Professional Corporation.

Planned Lifetime Advocacy Network:

Tim Ames, Executive Director (by video conference);

Joel Crocker, Director, Policy and Planning (by video conference).

The chair made a statement.

Mr. Nikias, Mr. Pooran, Mr. Ames and Mr. Crocker each made a statement and answered questions.

At 5:14 p.m., the committee adjourned to the call of the chair.
