The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:34 a.m. in room 2, Victoria Building, the chair, the Honourable Vernon White, presiding.

Members of the committee present: The Honourable Senators Batters, Cools, Day, Doyle, Joyal, P.C., Martin, McCoy, McIntyre, Moore, Nolin, Smith, P.C. (Cobourg), Tkachuk, Verner, P.C., and White (14).

Other senator in attendance: The Honourable Senator Gerstein (1).

In attendance: Dara Lithwick, Analyst, Parliamentary Information and Research Services, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, May 8, 2014, the committee began its examination of Bill S-207, An Act to amend the Conflict of Interest Act (gifts).

WITNESSES:

As an individual:

The Honourable Senator Joseph A. Day, sponsor of the bill.

Office of the Conflict of Interest Commissioner of Ontario:

Sidney B. Linden, Conflict of Interest Commissioner.

British Columbia's Office of the Conflict of Interest Commissioner:

Paul D. K. Fraser, Q.C., Conflict of Interest Commissioner (by video conference).

Senator Day, Mr. Linden and Mr. Fraser each made a statement and answered questions.

At 11:25 a.m., the committee adjourned to the call of the chair.
