The Standing Senate Committee on Foreign Affairs and International Trade met this day at 10:35 a.m., in room C128, Senate of Canada Building, the chair, the Honourable A. Raynell Andreychuk, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Boehm, Bovey, Coyle, Dawson, Dean, Greene, Housakos, Massicotte, Ngo and Saint-Germain (11).

In attendance: Pascal Tremblay and Billy Joe Siekierski, Analysts, Parliamentary Information and Research Services, Library of Parliament.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, January 27, 2016, the committee continued its study on foreign relations and international trade generally. (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

WITNESSES:

Canadian International Council:

Ben Rowswell, President and Research Director.

As individuals:

Michael Camilleri, Director, Peter D. Bell Rule of Law Program, Inter-American Dialogue (by video conference).

Gabriel Hetland, Assistant professor of Latin American, Caribbean and Latino Studies and Sociology, University at Albany (by video conference).

Donald Kingsbury, Lecturer, Department of Political Science, University of Toronto (by video conference).

Sébastien Dubé, Professor, Department of Political Science and International Relations, Universidad del Norte - Barranquilla, Colombia (by video conference).

The chair made a statement.

Mr. Rowswell and Mr. Camilleri made statements.

Mr. Dubé made a statement, but due to technical difficulties, the videoconference was interrupted.

Mr. Rowswell and Mr. Camilleri answered questions.

At 11:41 a.m., the committee suspended.

At 11:47 a.m., the committee resumed.

The chair made a statement.

Mr. Hetland and Mr. Kingsbury made statements and answered questions.

At 12:25 p.m., the committee adjourned to the call of the chair.
