The Standing Senate Committee on Aboriginal Peoples met this day at 1:58 p.m., in The Rotunda, Neeginan Centre, the chair, the Honourable Lillian Eva Dyck, presiding.

Members of the committee present: The Honourable Senators Christmas, Dyck, McCallum, McPhedran and Patterson (5).

In attendance: Brittany Collier and Michael Chalupovitsch, Analysts, Parliamentary Information and Research Services, Library of Parliament; Siofra McAllister and Jade Thériault, Communications Officers, Senate Communications Directorate.

Also present: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Thursday, December15, 2016, the committee continued its study on the new relationship between Canada and First Nations, Inuit and Métis peoples. (For complete text of the order of reference, see proceedings of the committee, Issue No. 16.)

TOPIC: Effect of cannabis legalization on Indigenous communities

WITNESSES:

Dr.Catherine Cook, Vice Dean, Indigenous Health, Rady Faculty of Health Sciences and Head, Ongomiizwin, Indigenous Institute of Health and Healing, University of Manitoba;

Melanie MacKinnon, Executive Director, Ongomiizwin Health Services, University of Manitoba;

Dr.Ian Whetter, Medical Lead, Ongomiizwin Health Services, University of Manitoba.

Manitoba Advocate for Children and Youth:

Daphne Penrose, Children's Advocate;

Ainsley Krone, Children's Advocate.

The chair made a statement.

It was agreed to allow Senate Communications staff to film during the meeting.

Mr.Park, Dr.Cook, Ms.MacKinnon and Dr.Whetter each made a statement and answered questions.

At 3:08 p.m., the committee suspended.

At 3:13 p.m., the committee resumed.

Ms.Penrose and Ms.Krone each made a statement and answered questions.

At 3:58 p.m., the committee adjourned to the call of the chair.
