The Standing Senate Committee on Foreign Affairs and International Trade met this day at 4:12 p.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Anderson, Boehm, Boniface, Busson, Coyle, Gerba, Greene, MacDonald, Ravalia, Richards and Woo (11).

Participating in the meeting: Brian Hermon and Nadia Faucher, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Monday, October 17, 2022, the committee continued its comprehensive review of the provisions and operation of the Sergei Magnitsky Law and of the Special Economic Measures Act.

Meredith Lilly, Associate Professor and Simon Reisman Chair in International Affairs, Norman Paterson School of International Affairs, Carleton University.

Sabrina A. Bandali and John W. Boscariol each made a statement and answered questions.

At 5:04 p.m., the committee suspended.

At 5:07 p.m., the committee resumed.

Andrea Charron and Meredith Lilly each made a statement and answered questions.
