The Standing Senate Committee on Foreign Affairs and International Trade met this day at 11:30 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Peter M. Boehm, presiding.

Members of the committee present: The Honourable Senators Boehm, Coyle, Deacon (Ontario), Duncan, Gerba, Harder, P.C., MacDonald, Ravalia and Woo (9).

Participating in the meeting: Nadia Faucher and Fotini-Hellas Diamandis, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, April 27, 2023, the committee continued its consideration of the subject matter of those elements contained in Divisions 4, 5, 10 and 11 of Part 4, and in Subdivision A of Division 3 of Part 4 of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023.

WITNESSES:

Department of Finance Canada:

Erin Hunt, Director General, Financial Crimes and Security Division;

Jeremy Weil, Acting Senior Director, Financial Crimes Governance and Operations;

Oliver Kanter, Senior Policy Analyst;

Charlene Davidson, Director, Financial Crimes Policy;

Anna Nawrotek, Senior Policy Analyst.

Global Affairs Canada:

Marie-Josée Langlois, Director General, Strategic Policy Branch.

Financial Transactions and Report Analysis Centre of Canada:

Patricia Bennett, Manager, Strategic Policy & Reviews.

Erin Hunt and Marie-Josée Langlois each made a statement and, together with Charlene Davidson and Patricia Bennett, answered questions.

At 12:28 p.m., the committee suspended.

At 12:32 p.m., pursuant to rule 12-6(1)(d), the committee resumed in camera to consider a draft agenda (future business).

It was agreed that committee members’ staff be allowed to remain in the room during the in camera portion of the meeting.

It was agreed that the committee’s report and press release be distributed to certain members of the press, under embargo, as recommended by the Subcommittee on Agenda and Procedure and the Communications Directorate.

At 12:42 p.m., the committee adjourned to the call of the chair.
