Pursuant to the order of the Senate of November 25, 2021, the Standing Committee on Internal Economy, Budgets and Administration met this day in room C128, Senate of Canada Building, and with videoconference at 9:01 p.m., for the purpose of organization, pursuant to rule 12-13.
Members of the committee present: The Honourable Senator Dean (1).
Members of the committee present by videoconference: The Honourable Senators Bovey, Boyer, Campbell, Dawson, Forest, Housakos, Marshall, Martin, Marwah, Moncion, Moodie, Ringuette, Smith and Tannas (14).
Participating in the meeting: Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Philippe Hallée, Law Clerk and Parliamentary Counsel; senior Senate officials and other support staff.
The clerk of the committee presided over the election of the chair.

The Honourable Senator Campbell moved that the Honourable Senator Marwah do take the chair of this committee.
The question being put on the motion, it was adopted.
The Chair made a statement.
CIBA/2021-12-02/018(P) — Election of deputy chair
The Honourable Senator Martin moved that the Honourable Senator Smith be deputy chair of this committee.
The question being put on the motion, it was adopted.
CIBA/2021-12-02/019(P) — Election of deputy chair
The Honourable Senator Forest moved that the Honourable Senator Dawson be deputy chair of this committee.
The question being put on the motion, it was adopted.
CIBA/2021-12-02/020(P) — Election of deputy chair
The Honourable Senator Tannas moved that the Honourable Senator Campbell be deputy chair of this committee.
The question being put on the motion, it was adopted.
CIBA/2021-12-02/021(P) — Subcommittee on Agenda and Procedure
The Honourable Senator Marshall moved:
That the Subcommittee on Agenda and Procedure be composed of the chair and the three deputy chairs;
That the subcommittee be empowered to make decisions on behalf of the committee with respect to its agenda, to invite witnesses, and to schedule hearings; and
That, if the committee is unable to meet, the subcommittee be authorized to deal with and resolve immediate administrative matters, and that it report its decisions at the first meeting thereafter.

CIBA/2021-12-02/022(P) — Publication of Committee's Proceedings
The Honourable Senator Housakos moved that the committee publish its proceedings.
The question being put on the motion, it was adopted.
CIBA/2021-12-02/023(P) — Authority to commit funds and certify accounts
The Honourable Senator Housakos moved:
That, pursuant to section 7, chapter 3:05 of the Senate Administrative Rules, authority to commit funds be conferred individually on the chair, the deputy chairs, and the clerk of the committee;
That, pursuant to section 8, chapter 3:05 of the Senate Administrative Rules, authority for certifying accounts payable by the committee be conferred individually on the chair, the deputy chairs, and the clerk of the committee; and
That, notwithstanding the foregoing, in cases related to consultants and personnel services, the authority to commit funds and certify accounts be conferred jointly on the chair and deputy chairs.

CIBA/2021-12-02/024(P) — Travel and accommodation expenses of witnesses
The Honourable Senator Tannas moved:
That, pursuant to the Senate guidelines for witness expenses, the committee may reimburse reasonable travelling and accommodation expenses of one witness per organization upon application, but that the chair be authorized to approve expenses of a second witness from the same organization should there be exceptional circumstances.

CIBA/2021-12-02/025(P) — Communications
The Honourable Senator Campbell moved that the Subcommittee on Agenda and Procedure request coverage by electronic media of the committee's public proceedings with the least possible disruption of its proceedings.

CIBA/2021-12-02/026(P) — Transcripts for in camera proceedings
The Honourable Senator Boyer moved that the committee request the transcription of the in camera portion of meetings and that a confidential copy be kept with the clerk of the committee.
