The Standing Committee on Internal Economy, Budgets and Administration met in camera and then proceeded in public, this day at 9:00 a.m., in room C128, Senate of Canada Building, the chair, the Honourable Lucie Moncion, presiding.

Members of the committee present: The Honourable Senators Carignan, P.C., Dagenais, Dasko, Dawson, Deacon (Nova Scotia), Gagné, Gignac, Housakos, Loffreda, Moncion, Plett, Saint-Germain, Seidman, Tannas and Woo (15).

Other senators present: The Honourable Senator Dalphond (1).

Participating in the meeting: Pascale Legault, Chief Corporate Services Officer and Clerk of the Standing Committee on Internal Economy, Budgets and Administration; Till Heyde, Acting Interim Clerk of the Senate and Clerk of the Parliaments and Chief Legislative Services Officer; Philippe Hallée, Law Clerk and Parliamentary Counsel; senior Senate officials and other support staff.

WITNESSES:

The Honourable Senator Raymonde Saint-Germain, Co-Chair, Joint Interparliamentary Council;

Julie Dzerowicz, Member of Parliament, Davenport;

Marie-Eve Belzile, Principal Clerk, Parliamentary Exchanges and Protocol, International and Interparliamentary Affairs;

Jeremy LeBlanc, Clerk Assistant and Director General, International and Interparliamentary Affairs.

Pursuant to rule 12-7(1) of the Rules of the Senate, the committee continued its consideration of financial and administrative matters concerning the Senate’s internal administration.

At 10:48, the committee suspend.

At 10:49, the committee resumed in public.

The Chair made a statement.

The Chair introduced all senators that were present.

It was agreed that the committee that items 10 and 11 be postponed.

CIBA/2022-10-27/163(P) — NATO Parliamentary Association 70th Annual Session

Julie Dzerowicz made a statement on the request from the Joint Interparliamentary Council for approval and funding to host the 70th Annual Session of the NATO Parliamentary Assembly.

After debate, the Honourable Senator Saint-Germain moved:

That approval be granted to host the 70th Annual Session of the NATO Parliamentary Assembly in Montreal, in November 2024;

That the funding, excluding the Employee Benefit Plan, be approved as follows:     

  • $214,568 for 2023-2024
  • $1,785,318 for 2024-2025, and;

That the total cost be shared using the usual formula (30% Senate, 70% House of Commons) between the Senate ($599,966) and the House of Commons ($1,399,920).

The question being put on the motion, it was adopted.

The Honourable Senator Dagenais moved that the Honourable Senator Tannas, be deputy chair of this committee.

The question being put on the motion, it was adopted.

CIBA/2022-10-27/165(P) — Adoption of Minutes of Proceedings from October 6, 2022 (public)

The committee considered the Minutes of Proceedings from October 6, 2022 (public).

The Honourable Senator Gagné moved that the Minutes of Proceedings of Thursday, October 6, 2022 (public), be adopted.

The question being put on the motion, it was adopted.

CIBA/2022-10-27/166(P) — Annual Report from the Joint Interparliamentary Council (JIC)

The Honourable Senator Saint-Germain made a statement and answered questions in relation to the activities and expenditures of parliamentary associations for the fiscal year 2021-22.

After debate, the Honourable Senator Saint-Germain moved that the report from the Joint Interparliamentary Council: Parliamentary Associations' Activities and Expenditures for the fiscal year 2021-22 be tabled in the Senate.

The question being put on the motion, it was adopted.

It was agreed that item 13, 14, 15, 16 and 17 be postponed.

At 11:02 a.m., the committee adjourned to the call of the chair.
