The Standing Senate Committee on Legal and Constitutional Affairs met this day at 11:31 a.m., in room W120, 1 Wellington St., the chair, the Honourable Brent Cotter, presiding.

Members of the committee present: The Honourable Senators Batters, Clement, Cotter, Dalphond, Jaffer, Klyne and Pate (7).

Participating in the meeting: Aoife Mc Donald, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on December 14, 2022, the committee continued its consideration of Bill C-233, An Act to amend the Criminal Code and the Judges Act (violence against an intimate partner).

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-233.

It was agreed that the title stand postponed.

It was agreed that clause 1 carry.

It was agreed that clause 2 carry.

It was agreed that clause 3 carry.

It was agreed that clause 4 carry.

It was agreed that the title carry.

It was agreed that the bill carry.

The committee discussed observations.

After debate, it was agreed that observations be appended to the committee’s report, on division.

It was agreed that the chair report Bill C-233, with observations, to the Senate.

At 11:51 a.m., the committee suspended.

At 12:10 p.m., the committee resumed.

Pursuant to the order of reference adopted by the Senate on November 3, 2022, the committee began its consideration of Bill S-212, An Act to amend the Criminal Records Act, to make consequential amendments to other Acts and to repeal a regulation.

Benjamin Roebuck made a statement and answered questions.
