The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:15 p.m., in room W120, 1 Wellington St., the chair, the Honourable Brent Cotter, presiding.

Members of the committee present: The Honourable Senators Batters, Clement, Cotter, Dalphond, Dupuis, Jaffer, Klyne and Tannas (8).

Participating in the meeting: Aoife Mc Donald, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on November 3, 2022, the committee continued its consideration of Bill S-212, An Act to amend the Criminal Records Act, to make consequential amendments to other Acts and to repeal a regulation.

WITNESSES:

Public Safety Canada:

Chad Westmacott, Director General, Community Safety, Corrections and Criminal Justice, Crime Prevention Branch.

Parole Board of Canada:

Ian Broom, Director General, Policy, Planning and Operations;

Lisa Noseworthy, Director, Clemency and Record Suspensions.

Chad Westmacott made a statement and answered questions.

At 5:14 p.m., the committee suspended.

At 5:18 p.m., the committee resumed.

Ian Broom made a statement and, together with Lisa Noseworthy, answered questions.

At 6:13 p.m., the committee adjourned to the call of the chair.
