The Standing Senate Committee on Legal and Constitutional Affairs met this day at 11:34 a.m., in room W120, 1 Wellington St., the chair, the Honourable Brent Cotter, presiding.

Members of the committee present: The Honourable Senators Batters, Boisvenu, Clement, Cotter, Dalphond, Dupuis, Jaffer, Klyne and Sorensen (9).

Participating in the meeting: Aoife Mc Donald, Administrative Assistant, Committees Directorate; Julian Walker and Michaela Keenan-Pelletier, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on November 3, 2022, the committee continued its consideration of Bill S-212, An Act to amend the Criminal Records Act, to make consequential amendments to other Acts and to repeal a regulation.

Kari Dart, Interim Deputy Commissioner.

Royal Canadian Mounted Police:

Jennifer Gates-Flaherty, Director General, Canadian Criminal Real Time Identification Services.

Canadian Bar Association:

Tony Paisana, Executive Member, Criminal Justice Section (by videoconference).

Canadian Association of Black Lawyers:

Raphael Tachie, President (by videoconference);

Rosemarie Davis, Vice-President (by videoconference).

Francis Lanouette, Katrina Swan, Kari Dart and Wade Oldford each made a statement and, together with Jennifer Gates-Flaherty, answered questions.

At 12:36 p.m., the committee suspended.

At 12:44 p.m., the committee resumed.

Tony Paisana and Raphael Tachie each made a statement and, together with Rosemarie Davis, answered questions.

At 1:27 p.m., the committee adjourned to the call of the chair.
