The Standing Senate Committee on National Finance met this day at 9:04 a.m., in room W110, 1 Wellington St., the chair, the Honourable Claude Carignan, P.C., presiding.

Members of the committee present: The Honourable Senators Carignan, P.C., Forest, Gignac, Kingston, Loffreda, MacAdam, Marshall, Pate, Ross and Smith (10).

In attendance: Shaowei Pu and Sylvain Fleury, Analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, April 18, 2023, the committee continued its examination of Bill S-233, An Act to develop a national framework for a guaranteed livable basic income.

WITNESSES:

Office of the Federal Ombudsperson for Victims of Crime:

Benjamin Roebuck, Federal Ombudsperson for Victims of Crime.

As an individual:

Guy Caron, former Member of Parliament and current Mayor, City of Rimouski (by videoconference).

Niigaan Sinclair, Professor, University of Manitoba (by videoconference).

Guy Caron, Benjamin Roebuck and Niigaan Sinclair each made a statement and answered questions.

At 11:03 a.m., the committee adjourned to the call of the chair.
