Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on National Finance met this day in room W110, 1 Wellington Street, and with videoconference, at 9:31 a.m. ET, the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Boehm, Dagenais, Gerba, Gold, P.C., Loffreda, Marshall and Pate (7).

Members of the committee present by videoconference: The Honourable Senators Duncan, Forest, Gignac, Mockler and Moncion (5).

Participating in the meeting: Kalina Waltos, Procedural Clerk and Annie Trudel, Administrative Assistant, Committees Directorate; Shaowei Pu and Michaël Lambert-Racine, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 14, 2022, the committee continued its consideration of Bill C-19, An Act to implement certain provisions of the budget tabled in Parliament on April 7, 2022 and other measures.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-19, An Act to implement certain provisions of the budget tabled in Parliament on April 7, 2022 and other measures.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed.

With leave and pursuant to rule 12-20(4), it was agreed that the clauses be grouped according to the five parts of the bill as described in the Table of Provisions.

It was agreed that Part 1, which contains clauses 2 to 51, carry.

It was agreed that Part 2, which contains clauses 52 to 53 carry, on division.

It was agreed that Part 3, which contains clauses 54 to 134, carry.

It was agreed that Part 4, which contains clauses 135 to 173 carry, on division.

It was agreed that Part 5, which contains clauses 174 to 451 carry, on division.

It was agreed that Schedule 1 carry.

It was agreed that Schedule 2 carry.

It was agreed that Schedule 3 carry.

It was agreed that clause 1, which contains the short title, carry.

It was agreed that the title carry.

It was agreed that the bill carry, on division.

It was agreed that observations be appended to the committee’s report, taking into consideration the changes discussed in committee at the last meeting.

It was agreed that the chair report Bill C-19, without amendment and with observations, to the Senate, at the earliest opportunity.

At 9:55 a.m., the committee adjourned to the call of the chair.
