THE STANDING SENATE COMMITTEE ON NATIONAL FINANCE

The Standing Senate Committee on National Finance met this day at 6:45 p.m., in room W110, 1 Wellington St., the chair, the Honourable Percy Mockler, presiding.

Members of the committee present: The Honourable Senators Dagenais, Deacon (Ontario), Forest, Galvez, Gignac, Gold, P.C., Loffreda, Marshall, Mockler, Moncion, Pate, Shugart, P.C. and Smith (13).

Participating in the meeting: Shaowei Pu and Sylvain Fleury, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Tuesday, June 13, 2023, the committee began its examination of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023.

It was agreed that the committee proceed to clause-by-clause consideration of Bill C-47, An Act to implement certain provisions of the budget tabled in Parliament on March 28, 2023.

It was agreed that the title stand postponed.

It was agreed that clause 1, which contains the short title, stand postponed, on division.

With leave and pursuant to rule 12-20(4), it was agreed that the clauses be grouped according to the four parts of the bill as described in the Table of Provisions.

It was agreed that Part 1, which contains clauses 2 to 113, carry, on division.

It was agreed that Part 2, which contains clauses 114 to 123, carry, on division.

It was agreed that Part 3, which contains clauses 124 to 127, carry, on division.

It was agreed that Part 4, which contains clauses 128 to 681, carry, on division.

It was agreed that Schedule 1 carry, on division.

It was agreed that clause 1, which contains the short title, carry, on division.

It was agreed that the title carry, on division.

It was agreed that the bill carry, on division.

It was agreed that observations be appended to the committee's report on the bill.

It was agreed that the chair report Bill C-47, without amendment and with observations, to the Senate, at the earliest opportunity.

At 6:54 p.m., the committee suspended.

At 6:55 p.m., pursuant to rule 12-16(1)(d), the committee discussed in camera a draft report.

It was agreed that each committee member be allowed to have one staff member present during the in camera portion of the meeting.

It was agreed that the Subcommittee on Agenda and Procedure be empowered to approve the final version of the observations being appended to the report, taking into consideration the changes discussed in committee, and with any necessary editorial, grammatical or translation changes as required.  At 7:50 p.m., the committee adjourned to the call of the chair.
