Pursuant to the order of the Senate of May 5, 2022, the Standing Senate Committee on Fisheries and Oceans met in camera this day in room B30, Senate of Canada Building, and with videoconference, at 10:03 a.m. ET, the chair, the Honourable Fabian Manning, presiding.
Members of the committee present: The Honourable Senator Francis (1).
Members of the committee present by videoconference: The Honourable Senators Busson, Christmas, Kutcher, Manning, McPhedran, Quinn, Ravalia and Ringuette (8).
Participating in the meeting: Emily Barrette, Procedural Clerk, Chamber Operations and Procedure Office; Elda Donnelly, Administrative Assistant, Committees Directorate; Ben Silverman, Communications Officer and Lucy Scholey, Digital Content Writer, Communications Directorate; Daniele Lafrance, Analyst, Library of Parliament.
It was agreed that the recording and transcription of this in camera meeting be permitted, that one copy of the transcript be kept with the clerk for consultation purposes, and that the copy be destroyed at the end of the current parliamentary session.
Pursuant to the order of reference adopted by the Senate on Thursday, February 10, 2022, the committee continued its study on the implementation of Indigenous rights-based fisheries across Canada.
Pursuant to rule 12-16(1)(d), the committee discussed in camera a draft report.
It was agreed that the draft report, as amended, be adopted;
That the Subcommittee on Agenda and Procedure be empowered to approve the final version of the report, including the executive summary, incorporating the changes agreed to today, with any necessary editorial, grammatical and translation changes, along with the final design of the report;
That the Subcommittee on Agenda and Procedure be empowered to make decisions on behalf of the committee to publicize the report with the support of the Senate Communications Directorate, including determining the appropriate timing for tabling the report; and
That the committee request a complete and detailed response from the government.
At 11:12 a.m., the committee suspended.
At 11:13 a.m., the committee resumed.
At 11:50 a.m., the committee adjourned to the call of the chair.
