The Standing Senate Committee on Fisheries and Oceans met this day at 9:03 a.m., in room W110, 1 Wellington St., the chair, the Honourable Fabian Manning, presiding.

Members of the committee present: The Honourable Senators Busson, Cordy, Francis, Kutcher, Manning, McPhedran and Ravalia (7).

Participating in the meeting: Brigitte Martineau, Administrative Assistant, Committees Directorate; Ben Silverman, Communications Officer, Communications Directorate; Daniele Lafrance, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Friday, February 24, 2023, the committee continued its examination of the government response to the fourth report of the Standing Senate Committee on Fisheries and Oceans, tabled with the Clerk of the Senate on July 12, 2022.

It was agreed that staff from the Senate Communications Directorate be allowed to take photos and videos of the meeting, which, if approved, may be displayed in Senate buildings and could be used in future promotion of the committee’s work.

Pamela Palmater, Chair in Indigenous Governance, Toronto Metropolitan University;

Rosalie Francis, Practicing Indigenous Lawyer, RFrancis Law, and Member of Sipekne’katik First Nation (by videoconference);

Constance MacIntosh, Professor, Schulich School of Law, Dalhousie University (by videoconference).

Pamela Palmater, Rosalie Francis and Constance MacIntosh each made a statement and answered questions.

At 10:56 a.m., the committee adjourned to the call of the chair.
