Pursuant to the order of the Senate of March 31, 2022, the Standing Committee on Rules, Procedures and the Rights of Parliament met this day in room B30, Senate of Canada Building, and with videoconference, at 11:01 a.m. ET, the chair, the Honourable Diane Bellemare, presiding.

Members of the committee present by videoconference: The Honourable Senators Batters, Bellemare, Black, Boniface, Busson, Clement, Cordy, Duncan, Greene, Lankin, P.C., Massicotte, Mockler, Ringuette and Wells (14).

Participating in the meeting: Emily Barrette, Procedural Clerk, Chamber Operations and Procedure Office; Ginette Ricard, Attendance and Administration Assistant, Office of the Clerk of the Senate; Stephanie Feldman and Erin Virgint, analysts, Library of Parliament.

Pursuant to rule 12-7(2)(c), the committee continued its consideration of the orders and practices of the Senate and the privileges of Parliament. (Topic: Props)

The committee considered a draft report.

The Honourable Senator Lankin, P.C. moved that the draft report be adopted.

After debate, the question being put on the motion, it was adopted.

Pursuant to rule 12-7(2)(a), the committee continued its consideration of possible amendments to the Rules. (Topic: Committee mandates)

Till Heyde, Clerk Assistant, Chamber Operations and Procedure Office.

Shaila Anwar and Till Heyde each made a statement and answered questions.

The committee considered a draft report.

It was agreed that the report, as amended, be adopted.

The committee discussed a draft agenda (future business).

At 1 p.m., the committee adjourned to the call of the chair.
