The Standing Committee on Rules, Procedures and the Rights of Parliament met this day at 9:32 a.m., in room B30, Senate of Canada Building, the chair, the Honourable Diane Bellemare, presiding.

Members of the committee present: The Honourable Senators Ataullahjan, Batters, Bellemare, Black, Cordy, Kutcher, MacDonald, Mégie, Omidvar, Ringuette, Saint-Germain, Wells, Woo and Yussuff (14).

Other senators present: The Honourable Senators Al Zaibak, Brazeau, McCallum and McPhedran (4).

Participating in the meeting: François Delisle, Analyst, Library of Parliament.

Pursuant to rule 12-7(2)(a), the committee continued its consideration of possible amendments to the Rules. (Topic: Role of non-affiliated senators)

WITNESSES:

The Honourable Senator Patrick Brazeau;

The Honourable Senator Mary Jane McCallum;

The Honourable Senator Marilou McPhedran.

Senate of Canada:

Maxime Fortin, Acting Clerk Assistant, Committees Directorate.

The Honourable Senators Brazeau, McCallum and McPhedran each made a statement and answered questions.

At 10:44 a.m., the committee suspended.

At 10:48 a.m., the committee resumed.

Maxime Fortin made a statement and answered questions.

The Honourable Senator Kutcher moved that the analysts prepare data on the number of statements, number of questions and number of speeches on bills on a per capita basis by non-affiliated senators as a group compared to all other groups from 2018 to 2024.

After debate, the question being put on the motion, it was adopted.

At 11:23 a.m., the committee adjourned to the call of the chair.
