Pursuant to the order of the Senate of November 25, 2021, the Standing Senate Committee on Transport and Communications met this day in room B45, Senate of Canada Building, and with videoconference at 6:30 p.m. ET, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Clement, Miville-Dechêne and Quinn (3).

Members of the committee present by videoconference: The Honourable Senators Cormier, Dawson, Galvez, Housakos, Klyne, Manning, Simons and Sorensen (8).

Other senators present: The Honourable Senator Dasko (1).

Participating in the meeting: François Michaud, Procedural Clerk, Martine Willox, Legislative Clerk and Elda Donnelly, Administrative Assistant, Committees Directorate; Khamla Heminthavong and Jed Chong, analysts, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 10, 2022, the committee began its study on the impacts of climate change on critical infrastructure in the transportation and communications sectors and the consequential impacts on their interdependencies.

Ryan Schwartz, Acting Director General, Critical Infrastructure Directorate, National and Cyber Security Branch.

Transport Canada:

Megan Nichols, Acting Associate Assistant Deputy Minister, Policy;

Kim Benjamin, Director General, Intermodal Surface, Security and Emergency Preparedness;

Paul Sandhar-Cruz, Director General, Strategic Policy;

Christian Dea, Director General, Transportation and Economic Analysis, and Chief Economist;

Maxine Bilodeau, Director, Environmental Policy Framework and Integration.

Ryan Schwartz made a statement and answered questions.

At 7:31 p.m., the committee suspended.

At 7:32 p.m., the committee resumed.

Megan Nicols made a statement and, together with Maxine Bilodeau and Paul Sandhar-Cruz, answered questions.

At 8:29 p.m., the committee adjourned to the call of the chair.
