The Standing Senate Committee on Transport and Communications met this day at 6:49 p.m., in room B45, Senate of Canada Building, the chair, the Honourable Leo Housakos, presiding.

Members of the committee present: The Honourable Senators Cardozo, Dasko, Housakos, Klyne, Miville-Dechêne, Quinn and Simons (7).

Participating in the meeting: Khamla Heminthavong, Analyst, Library of Parliament.

Pursuant to the order of reference adopted by the Senate on Thursday, February 10, 2022, the committee continued its study on the impacts of climate change on critical infrastructure in the transportation and communications sectors and the consequential impacts on their interdependencies.

WITNESSES:

Government of the Northwest Territories:

Gary Brennan, Assistant Deputy Minister, Regional Operations, Department of Infrastructure (by videoconference);

Julian Kanigan, Assistant Deputy Minister, Environmental Management, Monitoring and Climate Change, Department of Environment and Climate Change (by videoconference);

Ziaur Rahman, Manager, Surface Design and Construction, Department of Infrastructure (by videoconference).

Chamber of Marine Commerce:

Paul Topping, Director, Regulatory and Environmental Affairs;

Maguessa Morel-Laforce, Director, Government and Stakeholder Relations.

Northern Air Transport Association:

Joseph Sparling, Director, Northern Air Transport Association and President, Chief Executive Officer, Air North (by videoconference).

Ontario Trucking Association:

Stephen Laskowski, President and Chief Executive Officer (by videoconference).

Gary Brennan and Julian Kanigan each made a statement and, together with Ziaur Rahman, answered questions.

At 7:44 p.m., the committee suspended.

At 7:45 p.m., the deputy chair, the Honourable Senator Miville-Dechêne, took the chair.

At 7:50 p.m., the committee resumed.

Maguessa Morel-Laforce, Paul Topping, Joseph Sparling and Stephen Laskowski each made a statement and answered questions.

At 8:47 p.m., the committee adjourned to the call of the chair.
